I've created an empty project with 12 virtual instrument tracks. If you want 16 individual instruments responding, then you'll need to use multiplayer record mode (set "Auto demix to on"), set up your 16 instruments on each of the 16 MIDI channels, and you'll be good to go - each MIDI channel will play each instrument individually.
